Yes, it's true that the Walnut Whips and Curly Wurlys have become exponentially smaller year by year.
In the mid seventies the Curly Wurly was a foot long, and in 1899 when Cadbury Brothers was incorporated three grown men were needed to lift the walnut whip.

The second part of your question have left me in doubt, but i have decided to blame the squirrels.
